Fact: 90% of all new HIV infections in the USA are driven by the 25% of individuals in this country who do not know their HIV status.
Fact: The shear knowledge of knowing one’s HIV positive status makes an infected person 70% less likely to infect another person. Provide access to care to that same person and the unlikelihood of infecting another person goes to 95%.
Fact: When we look closely at your fact that LGBT people have a higher STI rate, we find that people of color are the majority of the infected in that demographic. A black gay man or a Hispanic gay man is 4 times as likely to being infected as a white/non Hispanic man and 10 times to be in a lesser socio-economic standing and employment state. White college boys bare backing on the internet are the cause of those numbers?
Fact: American pharmaceutical companies have a tight grip on patents for HIV medications so they can milk the sick and the institutions that care for them of huge profits they then use for millions of dollars spent daily on television commercials to sell erectile dysfunction medications? So, T, I ask some questions. Do we have trans fat and refined white sugar police in the grocery stores smacking wrists when the 250 pound fat woman reaches for the snickers bar? And don’t we sell huge quantities of tobacco products out of establishments known as “convenience stores?” A cost/benefit analysis would show that, based on your argument of being thrifty in treating HIV due to a bad house of cards economy, we need the sugar and tobacco police more than the sex police.
Testing is proving more and more to be a major tool in the fight against this disease. So too is men being knowledgeable enough to take the time to negotiate risk behaviors and learn the status of their partners.
If you think condoms are the answer then we wouldn’t have an infection rate that has stayed constant for 2 decades.

About testing, you can get infected on Monday, get tested on a Friday with the latest super duper DNA PCR, turn negative on the test and continue bare-backing because no test will detect so early. PCR tests still take 2-3 weeks to start detecting infections accurately.
I highly doubt most porn studios even pay for DNA PCR tests because they’re so expensive.
The only solution to reducing STIs is staring to embrace responsible behavior on all sides; condom use, stop fetishizing bareback sex as innocent or more fun, promote less alcohol and drug use that goes on in clubs impairing judgment, and let’s start addressing the wanton promiscuity cheered on widely in the community. You didn’t dispute the CDC numbers or the issues of effective, targeted HIV prevention in communities at highest risk. Again, it is the 25% of the unknown status individuals (gay, straight, bi, married, promiscuous, serial monogamist, black, white, et al and etc.) who drive 90% of new infections. And the strides you mention are simply not shown by any data. Entire D.E.B.I’s are being dismantled by the CDC, not because of funding, but because of bad performance and poor outcomes.
